"Ad hoc" est souvent employé en français (voir liens ci-dessous), généralement traduit par "spécifique" "adéquate" "spécialisé".
Un étudiant "ad hoc" a suivi des études dans un domaine bien précis. Donc pourquoi pas "étudiant spécialisé" ou "étudiant spécialiste"

Je pense qu'ils font ici référence aux échanges 'ad hoc', c'est à dire effectués en dehors des programmes d'échange établis.

Comme le dit Karine, c'est un étudiant qui, il me semble, assiste aux cours sans avoir le plein statut d'étudiant de l'établissement.
Cf - en France, une Ecole Normale Supérieure peut permettre à un petit nombre de "auditeurs libres" de suivre les cours qui mènent aux concours de recrutement des professeurs...
