But is also possible that refers to all places where consumer society can shop whatever they want, eg shoeshop, jewerly, fastfood,toys etc.

It could be just referring to just restaurants but also maybe to shops, which are also "centros de consumo". I would translate it as "outlets" which covers both interpretations, just as the Spanish.
