I know this comes a bit late, but I have "sesión expedita" in a document I'm translating right now, and it comes in exactly the same context as this question.
After investigating, I have learnt that for medical research, trials are subject to exempt, expedited or full board review by the IEC or IRB. When there is no risk to human subjects, the trial is exempt from review. If there is minimal risk (defined as non-invasive, routine procedures or minor amendments to already-approved protocols), the procedure is subject to expedited review by the IEC chairperson alone or a minimum number of board members. The decision is then reported at the next full board meeting.
Otherwise "Full Board Review" is required.
So, the idea of expedited review is for "investigators to obtain an effective and timely review and approval within a few days".
I hope this helps anyone who arrives on this page in the future.
