Promover que la cooperación entre las organizaciones no gubernamentales y las asociaciones de las personas mayores este fundada sobre condiciones justas de reconocimiento al valor del trabajo que éstas aportan en contrapartida al financiamiento.

The text is from Costa Rica. I've looked at all the other entries but am still not sure what "en contrapartida al" means in this case, either "instead of financing" or "in return/exchange for financing"? Presumably the "éstas" refers to the associations of older persons? So these associations provide valuable work in return for financing or instead of financing?
