No tengo seguridad alguna, pero creo que el término remite a las antiguas señales mecánicas que abrían o cerraban el paso a los trenes de acuerdo a la posición en que quedaban. Si las señales caían (tumbled down) quedaba prohibido el acceso a ese tramo de vía, y había un sistema mecánico que producía este hecho.. Espero que esto ayude en algo :)
Many western railroads used an automatic system called absolute permissive block (APB), where trains entering a stretch of double track would cause all of the opposing signals between there and the next passing point to "tumble down" to a Stop position thus preventing opposing trains from entering
En el bloqueo automático quién reserva la vía y actúa sobre las señales no son directamente agentes de circulación, sino un sistema automático que puede ser eléctrico, electrónico o informático.
Las señales de bloqueo son siempre automáticas, es decir, el operador no tiene mando sobre ellas. De hecho en los CTC's no se representan como una señal, sino sólo como una flecha de color blanco. La única orden que el operador puede darles es "Cierre de Señales de Bloqueo", y éste actúa sobre todas a la vez.
