Hey there folks, am trying to get my head around various parliamentary terms and their equivalents in English.
Am assuing that llamada al órden is calling an MP to order. But llamada a la cuestión?
It's defined as
Facultad del Presidente de la Cámara dirigida a mantener el orden en el debate, que le permite solicitar al parlamentario que se encuentre en el uso de la palabra que se ciña al tema que se está tratando, si considera que realiza digresiones extrañas al objeto del debate o si vuelve nuevamente sobre lo ya discutido o votado.
Whereas Llamada al órden is defined as
Facultad del Presidente de la Cámara dirigida a mantener el orden en las discusiones y dirigir los debates cuando un parlamentario profiera palabras ofensivas al decoro de la Cámara o de sus miembros, de las instituciones del Estado o de cualquier otra persona o entidad, o cuando con interrupciones o de cualquier otra forma altere el curso del debate.

Is used in reporting on parliamentary affairs, even if not by the Speaker of the House of Commons, who would usually say, "The hon. gentleman is digressing" or "The hon. lady needs to return to the issue".

Call to topic
Not sure if speakers have a specific term for this or whether it is covered by "call to order", but using "call to topic" as the heading followed by the definition, makes it clear.
During debates Members should not stray from the topic under discussion nor interrupt one another. In the first instance of a breach of protocol, the Speaker shall call them to order.

the same document uses "special call"
The "special call" - which is to draw the attention of the speaker to the fact that he has deviated from the subject being voted - is only
permissible if the speaker actually deviates in the sense of changing the topic under discussion.
During debates Members should not stray from the topic under discussion nor interrupt one another. In the first instance of a breach of protocol, the Speaker shall call them to order.
