Well it is a contract for workers in the field of transportation. This is one of the article of the contract. Entitled ενθαρρυντικό σύστημα. THere are really no further details mentionned... Here is another sentence in the same article Η αμοιβή τους θα είναι η ίδια με αυτήν των εργατών με το αντίστοιχο ημερομίσθιο, επίδομα βάρδιας και το 20% του εκάστοτε ποσού που προκύπτει από το ενθαρρυντικό σύστημα εργασίας των εργατών

I have to agree with Dimitri and Transphy. "Ενθαρρυντικό σύστημα" could be anything! If you could please give some more context?
