Seems like a strange thing to say in the context, unless it's said with irony, and if so if I say something like "less importantly", is the irony also lost or do I need to add something?

Cuando la institucionalidad se derrumbó, quedo al descubierto la artimaña de los Estados,
“crear impunidad, no combatirla” lo que nos lleva a preguntarnos ¿cuantos casos por
crímenes de odio se han resuelto en nuestros países?, ¿en cuantos países son considerados
como crímenes de odio?, ¿a cuantas legislaciones, decretos o leyes hemos apelado?,
¿Cuántas leyes hemos creado?, ¿Cuánto tiempo se ha perdido?, o lo que menos importa
¿Cuántas vidas hemos perdido?

much less I agree with the other options of course, but depending on how you translate the rest of the paragraph, you could use an English phrase at the end to give it more English flavor...

...How much time has been lost? Much less, how many lives have been lost? ...

I think this keeps the irony and still sounds English, though you may not like it stylistically

Objectivism/Subjectivism Interesting to see how so many answers can be right. We try to be objective as translators in order to preserve the source-language speaker's/writer's personal style, yet sometimes our own personal influences can influence the shade of the target language.

I think that “menos” is part of the person’s irony in that people’s lives are what’s most important.

I think we shouldnt overinterpret the author by underlining what is OUR opinion. without any seems, even and such like. the phrase is very clear and needs no .......

I think you need to do something like that to get the tone in English.

Not very different from a couple of other suggestions. I just wanted to agree with Ellen that there is no need to interpret and mold the sentence in order to make the assumed irony clear. If the original writer had wanted to make the irony clear in Spanish they could have done so very easily. The ambiguity exists in the original and should be maintained in the translation.

I reckon the "last/least" thing conveys the irony rather better than the Spanish, actually. But I do beleive this was the intended message.
Example sentence:

…o lo que menos importa, ¿Cuántas vidas hemos perdido?

...and last, and apparently least: How many lives have we lost?
