En Proz han sugerido traducirlo como NATIONAL STATE / GOVERNMENT, o sólo como STATE, pero como bien digo en este caso creo que no sería correcto.
En internet encontré el término NATION STATE, pero no estoy segura si son equivalentes.

You are right! "State" alone doesn´t seem to work here in this context.
