ensembles territoriaux cohérents

French to English Other Geography
Yet another seemingly simple term whose correct translation has evaded me... It seems that "territorial units" is a common enough translation for "ensembles territoriaux," but I am not sure if it fits in this context (funding of public services in Tunisia) and I am not sure how best to translate "cohérents" without being certain of the first part. My current best guess is "cohesive territorial units" but a guess is all it is.

Des ***ensembles territoriaux cohérents*** pour des projets locaux non-souverains

L’efficacité économique, comme la gestion territoriale de proximité qui permet la mobilisation des ressources locales, sont à rechercher à l’échelle régionale ou /et dans le cadre ***d’ensembles territoriaux cohérents***. Ceux-ci peuvent être urbains avec une interdépendance entre centre et périphéries ou ruraux avec principalement une exigence d’accessibilité routière et d’accès à l’eau.
