I'm wondering if this isn't just a case of there being a sort of moving vehicle on tracks to carry the machines and that the voiture pilote is simply the 'control car' which effectively 'pilots' or drives the rest of the vehicle.

I don't know if it would necessarily be on tracks since this is about a construction site. But that is what I thought too (towing vehicle?) - I just don't know what is the best jargon. |

: Your refs. refer to railway rolling stock; in this context of a road convoy, it is simply the vehicle that precedes the convoy, warning people it is coming and/or clearing the way.

'lead car' is the term more applicable when referring to a convoy made up of a number of cars, probably less appropriate for an 'abnormal load' convoy.
However, the other two terms I've suggested are indeed used in connection with heavy truck etc. convoys.
