to stick with the imagery of the Fr. It's original so feel it should be kept in the translation as well. Legislative veil is used.

protective legal curtain

I'm not sure what's wrong with using 'curtain' in this context.
There are plenty of examples of 'curtain' being used to be synonymous with 'barrier' or 'boundary' (eg the 'iron curtain').

This press release from Amnesty Int. (bilingual French and English) translates 'rideau législatif' as 'legal curtain'.
