Liquidar can and often does simply mean pay or settle something but it often means liquidate in the sense of calculating the amount due. In finance agreements there is often 'liquidar y pagar' when referring to interest. And in construction contracts amounts owing are ofter 'liquidado' based on unit prices, etc.
