In this context, “fast track” generally refers to the process used to design and build a power plant. Traditional design and construction occurs in the sequence where you do the complete design of the power plant, then order equipment to meet the design, then build and ship the equipment to the site, and construct the plant on the site. Fast track design does these tasks in parallel as much as possible, without waiting for other tasks to be finished first. You order equipment before the design of the plant is finished, you start construction of the plant before the equipment arrives, etc. By “fast tracking” a project the overall schedule from order to commercial operation can be shortened significantly. However the process must be well managed, because if an error is made somewhere, the process to fix the error may require significant time and expense. As an example, if the power house building is designed before the final equipment design is done, and it is mostly constructed before the equipment arrives, now if the equipment does not fit, the time and expense to correct or rebuild the building is much more than just fixing the design. That is a simplified example. Having a standardized, proven design which can be replicated allows “fast tracking” with less risk, etc.
