reenvío also means renvoi in PIL/private international law a.k.a. conflict of laws - which seems to have escaped everyone's attention.
Incorporation by reference in UK law applies to terms of business incorporated by ref. into a contract or of extraneous documents into a Will pre-probate (E&W) or pre-confirmation (Scots law).
procedimiento: first instance could mean process or procedure and the second (deliberate) instance the proceedings, the overlapping Spanish wording not making any distinction.

To be sure. Back-ref.would be literally a retrograde step, and renvoi still seems a runner, even in a constitutional/public law scene.

: Yes, that's certainly the correct meaning. I think I might simply say 'when they are incorporated into the proceedings by reference' but there are no doubt lots of ways of saying this. // In any event I shall desist from piggybacking on other answers.....

: Correct in general terms, but why "become"? They are already integral part of the proceedings, therefore the convenience of the "cross-reference". // Sandro: Forman parte = they belong, it´s a fact already. Bill´s suggestion is good.

The only reason I can see is forman parte > they become. However, Bill suggests: “when they are incorporated into the proceedings by reference.” // O.K. Thank you, Toni.
