This is contained in specifications for penetrant testing of welds on walkway components.
I assume that PV is a procès verbal testifying to the approved term of operation of the equipment, but can't think of the standard name for this kind of report.
Context:

The equipment includes thermometers, light meters, lamps, tape measures, rags, magnifying glasses, sprayers, etc.
