Întâi și întâi ...trebuie precizat sensul expresiei de oraș raional.
Era Corabia reședința unui raion?
Atunci răspunsul corect este unul explicativ: oraș reședință de raion.
Raionul este nivelul administrativ nr. trei: țară, regiune, județ, raion.
country - province/region - county - ?
Iar traducerea va fi - dacă mergem cu district - district seat
și nu district town. Tot așa cum nu există nici county town sau region town/city.

@ Crocox "city council" is a fixed term describing the local administrative board of the particular City, i.e. the council (local government board) OF the city. There is no comparison here as they are different constructions anyway.

@ Crocox I do not understand your answer. In English speaking countries we use the terms "district" and "town" to specify two separate things. One cannot be used alongside the other, cannot qualify the other, and needs to be connected with adjoining words in some way. This may be different in Romania, but nobody in either England or US would understand what this means.
