This is taken from a letter sent to an employee from his employer regarding a work related issue. It is on the left hand side of the letter underneath the logo, name of the business, date and the person's name and department of work. It is before the main body of the letter with another name after it. ie:

Mr....
Department of XYZ

P/C: Xxxx (Different person's name inserted here and their department)

Dear Mr X,

XXX (Main body of letter)

I have seen "P/C" as an abbreviation for "por conducto". It seems to me this could be the meaning here, that the letter is being sent to the employee from the management through the person who is his immediate supervisor and the name that appears after "P/C" is the supervisor's name.
