As part of a press release from a company that makes gasket and washer material. It's the 提案不足 part with which I'm having trouble in this context.

Thank you for the feedback which makes perfect sense. "It's hard to find the right materials for gaskets in any country" would be my suggestion for a press release.

I see an entry was already upvoted, but after consulting with others, while I appreciate the input, I'd have to disagree with the most popular entry; 提案不足, at least here, refers to the difficulty in finding the right material, not a physical shortage of the material in general. It's a fine distinction, but a distinction nonetheless. Thank you for the input, though.

I'm surprised; I've never seen "提案" to mean "supply" before.

Personally I would translate "提案不足" as "short supply" depending on tone and overall context.

As expected, internationally there is a serious shortage of new materials offered for gaskets

I understand 提案 as offering new material in this case. Perhaps, this company is offering a new material for gasket to address this problem.
