Total absence of context doesn't help, but from the tiny phase given, I assume we are talking about a dress that can be simply pulled on — I assume no buttons, ties, or zips, for example.

: dans tous les cas, par la tête ou par les pieds, une robe s'enfile. Donc ok pour rajouter "simplement" pour mettre l'accent sur le fait qu'il n'y a pas de boutons, fermeture éclair ou autre type de fermeture compliqué...

But sadly, it's only a hint, not conclusive; I'd say there's about a 60% chance it DOES imply stretch, but not more than that.
