Clean capital

English to French Bus/Financial Finance (general)
This just means cash that will never be taxed in the UK. The author also mentions a "Clean Capital Account".
Apparently nothing to do with money not coming from criminal activities.

You missed the point, I'm afraid. You don't attract non-doms by slapping an additional tax on them.
It's a relatively new tax that is worsening the tax situation of non-doms residing in UK. It was introduced by the previous Labour government, (not the current one, as I realised after checking dates) not for the benefit of non-doms (it's an additional tax for them) but for the benefit of political point scoring.

In fact this stands for cash available prior to establishing in the UK. The idea is of course to avoid discouraging wealthy foreigners to come in and to spend some (or large amounts of) money. The source of the cash does not appear to be at all relevant here. And there is another issue that you did not bring up: these earnings may have previously been taxed in other jurisdictions. Double taxation might not be the best idea to attract them!

the only missing bit is that it'a a populist measure introduced few years ago by the current UK government to show how they are "tough on all these rich foreigners living in UK but not paying any income tax in UK" - I still remember how this subject refused to go away from the headlines until this tax was introduced.

The context is advising someone how to become a UK resident in the most tax-efficient way, which means opening several types of accounts, including a Clean Capital Account. The origin of the money is not relevant here, except that it must be available before the applicant settles in the UK.
I thought that "clean" might stand for "clean of taxes"if that means anything for you.

En me fiant à votre définition, et sans plus de détails (rien trouvé de précis par moi-même), c'est le concordant qui vient à l'esprit.

je ne vois pas en quoi c'est faux, au pire c'est inexact ou mal dit (en sachant que la définition fournie par le demandeur est visiblement inexacte/incomplète aussi). Un peu de modestie svp !

ça n'est pas un concept établi chez nous... and it's also new in UK - it's a new type of taxation for those living in UK without being "tax domiciled" in UK so unsurprisingly new concepts were created.

fonds importés au R.U. hors revenu ou bénéfices
