Should it be "is delivered with the red dot AND can be rotated"?

"The red dot" here means "the red dot scope"?

Maybe an EXTRA word? It also works if you subtract "is" (although some commas would help).

Who knows? It might have just one word missing, or a whole phrase e.g.:
* is delivered with the red dot set to the top position, this can be rotated
* is delivered with the red dot in a plastic envelope ready for sticking onto the dial, this can be rotated
* is delivered with the red dot that can be rotated
