By the way, if the Benguela is a large city you could use "Metropolitan Police". Just an idea.

Indeed, ndengue, "Comando" here does not stand for command or control, yet to an establishment of the city police, like a police station or bureau, however, it's probably where the police chiefs work. So, I'd say it's something like a head office, or a central station, or something like that.

I would just simply call it city police / local police, as it refers to the truck or water tanker which belongs to the police. It is not refering to police command itself, chief of police, headquarters or anything of the sort. It is just an accident involving a police vehicle with another.
