Hola a todos, este término aparece en el Manual del Verificador (sanitario) asociado a la COFEPRIS de México. Es la tercera medida de seguridad en la lista de de abajo del Artículo 404. He incluido toda la sección para tener el mayor contexto que sea posible. ¡Gracias!
Hello to all, this term appears in the Health Inspector's Manual associated with the Mexican COFEPRIS (a government commission to protect against health risks). It is the third safety measure in the list from Article 404 below. I have included the whole relevant section for greater context. Thanks!

8. APLICACIÓN DE MEDIDAS DE SEGURIDAD
8.1 Marco jurídico
Conforme lo establecido en la Ley General de Salud, en el Artículo 402, se considera medidas de seguridad las disposiciones que dicte la autoridad sanitaria competente, para proteger la salud de la población. Las medidas de seguridad se aplicarán sin perjuicio de las sanciones que, en su caso, correspondieren.
Artículo 404.- Son medidas de seguridad sanitaria las siguientes:
I. El aislamiento;
II. La cuarentena;
III. La observación personal;
IV. La vacunación de personas;
V. La vacunación de animales;
VI. La destrucción o control de insectos u otra fauna transmisora y nociva;
VII. La suspensión de trabajos o servicios;
VIII. La suspensión de mensajes publicitarios en materia de salud;
IX. La emisión de mensajes publicitarios que advierta peligros de daños a la salud;
X. El aseguramiento y destrucción de objetos, productos o substancias;
XI. La desocupación o desalojo de casas, edificios, establecimientos y, en general, de cualquier predio;
XII. La prohibición de actos de uso, y
XIII. Las demás de índole sanitaria que determinen las autoridades sanitarias competentes, que puedan evitar que se causen o continúen causando riesgos o daños a la salud.
Son de inmediata ejecución las medidas de seguridad señaladas en el presente artículo.
