I think it best to stick close to source. I didn't find too many examples of it but it does exist as a concept.
However, I am inclined to believe that they meant to say
"MULTI-sectoral"
here and there are far more ghits for that. So I think you should check with client if you can.
"Ultra" carries the connotation of "too much/too many" and I'm not sure that's intended.
