Ma proposition pour rendre l'ensemble de l'expression serait "leadership hiérarchique et transversal"
"Hiérarchique" permet de restituer le sens de "lead up/down", "transversal" pour "across".
Il s'agit forcément d'un raccourci dans le sens où l'on parle plus fréquemment de leadership de management transversal/ vertical/hiérachique
