mmmm No existen “paneles eléctricos” que contengan trampas de onda y pararrayos a menos quefueran gigantescos. Seria un problema técnico tener un pararrayo dentro de un gabinete.

Some more context: Los *paños* que conectan los transformadores de poder de las centrales generadoras al Sistema Interconectado deberán contar con protección de falla de interruptor con detección de discrepancia de polos basada en la medición de las corrientes, que den orden de desenganche necesarias para eliminar las contribuciones a la falla.


En caso que no sea factible cumplir con los requisitos establecidos anteriormente, el interesado podrá efectuar la conexión en alguna de las subestaciones terminales, a través de un *paño* provisto de su respectivo Sistema de Protecciones y que cumpla con los estándares mencionados en el punto 0.

This is just a wild guess, but could it mean package or bundle, as in something wrapped up in cloth? It sounds like perhaps all these items are being supplied together under a contract.

The definition (Conjunto de equipamientos...) sounds like an installation to me. Or maybe even a "network", although that's usually "red" in Spanish... hence medium confidence level.

In substation parlance it usually describes a circuit breaker with its associated disconnectors, earth switches, instrument transformers and protection equipment. A substation would thus be comprised of a number of such bays, connected by busbars.
