Most of the examples of "abrigo de + noun" that I see carry the meaning of being "sheltered from + noun". An exception: "al abrigo de Dios (by God)".
So why -cooperatively-? I think it can be defended in either context. If the determination of a CMR is done under the aegis of someone/something (el elemento conector) who has a foot in both the civilian and military worlds, then the determination is cooperative because both sides are represented in a fashion.
Should "al abrigo de un elemento conector" instead be taken to mean that the determination will be made in a way that's sheltered from any perceived conflict of interest (un elemento conector), then it's still cooperative because it's being acknowledged here that the civilian and military sides have their own motives.
So why -cooperatively-? I think it can be defended in either context. If the determination of a CMR is done under the aegis of someone/something (el elemento conector) who has a foot in both the civilian and military worlds, then the determination is cooperative because both sides are represented in a fashion.
