Based on one of my past Kudoz questions, for the purpose of my translation вёрстка means HTML markup

So верстальщик is the person doing this work. What would the profession of someone who does this work be called? I have thought of "HTML validator" but my searches indicate that this term is only used for a machine that does this, not a person. It's not referring to a Web designer as this is already listed separately in the text.

Difference between web designer and web developer From Wikipedia:

There are two primary jobs involved in creating a website: the web designer and web developer, who often work closely together on a website. The web designers are responsible for the visual aspect, which includes the layout, coloring and typography of a web page. (http://en.wikipedia.org/wiki/Web_design)

So according to this, web designers are responsible for the visual aspect, including the layout.

Which means the best way to describe them is веб дизайнер = web designer, верстальщик = web developer и программист = programmer.

Thank you everyone! This is very helpful. I think it may refer to Web developer, or more specifically front end developer.

Yes, of course it refers to websites I realize that DTP usually has to do with printing, but at least some of the time HTML coding that your text is talking about will be done by DTP specialists. 'HTML coder' or 'HTML developer' are close but more of a software developer than a low-level верстальщик really is. 'HTML designer' is also close, but more of a designer than a low-level верстальщик really is.
We're talking about different realities here. A web designer who's just starting out would be happy to lay out webpages, but probably that's not what they envision down the line. Same for a web developer, though their target job is different even if as better-paying as a web designer's.
Верстальщик in Russian is simply a term borrowed from the printing industry that doesn't have an equivalent in the 'outside job world.'

I've just got my hands on more useful information, this time straight from the source. I'll add a note here rather than posting a brand new answer.

In the software development company I work for, this job is done by Front-end Developers. This term is more accurate and specific than simply Web Developers, whose job may and typically does include more than верстка.

Interestingly, the alignment of the English and Russian Wikipedia pages for these terms confirms that they are (almost) equivalent:

While HTML markup is what this person is tasked with daily, 'front end developer' is what their job title would probably say.

Hi Mikhail, I don't think it's referring to DTP but rather to websites. I was thinking of HTML developer or HTML coder as possible job titles, but I'm not totally sure.
Thanks Mikhail for this great new information! I asked the client about верстальщик and he said that this person's job is HTML markup specialist. I have also heard front-end developer used in English. I'm not sure which of this terms would be easier for an average audience (not IT experts) to understand.

This is the term used by ABBYY in some bilingual materials they once sent me, for what it's worth. But I think several of the other options proposed are fine. As Mikhail says, they're borrowed from the printing industry.
