It is generally an actual vote (show of hands) but yields what is often referred to as an "opinion" It is not a follow-up vote per se, rather a decision to confirm/endorse an existing decision issued by another EC.
Is this the "lead EC"? If so, they must confirm each change made to study documentation that has already been approved by the "local EC"

I'd be surprised if this ... ... was a "vote" as suggested below. I think it's "Votum" in the meaning of "recommendation" or "opinion" (i.e. "follow-up opinion").

I did get some additional context from another EC letter: Die EK schließt sich dem bereits vorliegendem Votum der UK der Universitat Würzburg an. Is there some descriptor for Anschlussvotum that would express the fact that it's a follow-up vote that is in agreement with a vote by a different EC (just "follow-up" doesn't seem precise enough)?

Think it simply means the committee voted and approved the PIL after they received the revised version.
