This letter is an administrative decision regarding whether a persons qualifications, which have been documented in writing, confirms with, possibly not confirms with, the regulations concerning Qualifiactions for Skilled Electrical Personnel and the directive on the recognition of professional qualifications 1999/42/EC, and this is the personal belonging to the person in question.

As far as can surmise the last part of this ramble refers to the letter ie the confirmation letter belong to the person who holds the qualification, although it might also mean that the qualification belongs to the person ....

agree George BuLah (X) : bardzo podoba mi się znalezienie logicznego oddania dla eurofrazy "to the person in question"!!! (ja stosowałem kombinację: "danej osoby", w różnych konfigutracjach, z lustrem, bez lustra, w półmroku i pełnym świetle i nic tak oczywistego mi nie wyszło :)
