En efecto, el artículo 200° del Código Tributario indica que el SERVICIO tiene 3 años para liquidar impuestos, revisar cualquier deficiencia en su liquidación y girar impuestos a que diere lugar, contados desde la expiración del plazo legal en que debió efectuarse el pago.
This is a Chilean text. Liquidación = assessment; "girar" seems to overlap "liquidar". This appears to be peculiar to Chilean usage. Could it be "charge"?

Could be wrong on the term choice, but from looking at the examples of "girar impuestos" used under Chile's CIRCULAR N°73 it seems to mean pay.

if a giro de impuestos is a written order from the Service to the taxpayer informing them of any tax owed, it makes sense that the meaning of girar here is that of notify/chase up or as you suggest even charge.
