It would have helped to post this question under the heading "legal". Social science, business and commerce are not quite appropriate for a judgment relating to an adoption.

As for the question itself, you cannot alter the full title of a piece of legislation, all the more so if it has been abbreviated. As a rule, you would leave as is, with a foot note citing the full title in French and then provide a form of words to to indicate what the legislation is about. By way of example "NCPC" could have a footnote thus : Nouveau code de procédure civile (New code of civil procedure). No more is necessary.

Finally, when posting a question, the context (country) and the term in an extract of the original are an absolute minimum. Without them, it only takes longer to come up with useful suggestions. It saves us from barking up the proverbial wrong tree. ;-)
