In this context, 'título' refers to the actual degree, ie the diploma.

I'd say it depends on how concise you wish to be and for which target market. In the US, for example, 'receipt for/proof of payment of degree issuance fees' would be perfectly understandable (as both 'university' and 'certificate' are already implied); that said, '...university degree issuance fees' does not sound bad, though, for a US audience at least, I'd omit 'certificate.'

Final suggestion:

'Receipt for/proof of payment of (university) degree issuance fees'
