As suggested by mmb42 san, "2 layers of 2 packs" will give a better 3-dimensional image. The packages may be cylindrically-shaped. If they are like rolled sheet strip, I would use "coils" instead of "packs", and if they are bundled firewood, "bundled firewood" would do. What I mean is that the translation for 束 may differ depending on the products.

The packs of products are placed 2 by 2 on each tray, and there are 3 trays in each box. (We can work out that each pack contains 96 units of the products.)

agree Marc Brunet : Sure it's not 48 per pack? Suggest we put this across as "loaded with 2 layers of 2 packs each' (too small to use 'stacks', here) and leave "2x2" for 2D specs. Don't agree? :-)
