The proceedings have to do with some sort of disciplinary procedure (procedimiento sancionador) - a company is being accused of manipulating electricity prices. "la CNMC acordó la apertura de un período de información previa con objeto de analizar los movimientos inusuales en los precios del mercado al contado de electricidad." Fact-finding period mentioned below could be a good match.
