из следующего отрывка:
Технологическая установка по производству биологических ПАВ образует первый этап инвестиционного проекта по строительству биоперерабатывающего завода, на котором помимо ПАВ в будущем будут производиться также протеины, пребиотики и энзимы.

well, I think it's closer to the meaning and not literally translation. There is a link to pdf file which shows the scheme of one of such plant.
As in your abstract mentioned enzymes and proteins so it's most likely pharmaceutical industry or biotechnology.

I insist on my answer as biorefinery or beter o say biorefinery concept is a facility that integrates biomass conversion processes and equipment to produce fuels, power, heat, and value-added chemicals from biomass. We talk about alternative fuel but not about "по производству биологических ПАВ".
ПАВ - это поверхностное активное вещество, которое используется в стиральных порошках и моющихся, также как и инзимы. Я знаю потому что я химик-технолог.

Sure, however, what does engineering mean? I am insisting on bioprocess engineering as it's better in this case. so i will be bioprocess engineering plant or just bio-engineering plant.
