It seems that resguardos is being used two ways here - the first one is regarding securities, so "conditions, endorsements and certificate discounts"; and then the second one: receipts, where "recibos" would actually be releases, "issue releases, payment letters and receipts in a timely manner".

I think resguardos actually could be used as certificates in both phrases - payment certificates. I think the discussion entry posted with the text suggested is a perfect justification!

Not really, recibo also means release- like of a lien. I think really certificates also applies to this segment, though. A receipt and a payment certificate are two different things...
