At the outset let me tell you that this is not my pair. I translated a German paper (originally translated from Czech) into English for my client. He called me today for the meaning of this term. I told him that it sounds more like Czech and here I am.
It is the manual for a gear cutting machine. There are many google hits for Základní but are in a language not comprehensible for me. Thanks in advance.

As there is no context, I suppose that the Czech term is misspelled. It should be "Základní Schéma", which means "Basic Scheme" in English. Should this not fit within your translation, you have to provide more context.
