Me parece que al traducirlo como:
...Todas las instalaciones de las instituciones públicas deberán señalarse " para un acceso universal"
queda algo incompleto. No les parece?

Discussion
Introduzco el término "discriminación" porque lo vi en la definición de "universal access". Algo así como: "... that all people and communities have access, without any kind of discrimination, to comprehensive, appropriate and timely, quality health services..." En ese caso hablaba de acceso universal a la salud, pero se supone que la definición es extrapolable a los servicios sanitarios.
Con una traducción literal como "acceso universal" se evitan este tipo de dudas, pero -no hay nada perfecto- suena a traducción porque nadie en España hablaría así espontáneamente. Si nadie hubiera traducido el término antes como "acceso universal", estoy convencido de que nadie usaría esa expresión en España.
Al mencionar la discriminación, ¿no se estará metiendo en un debate sin necesidad? Me refiero a lo que parece ser una papa caliente el los Estados Unidos ahora: si el chico que se siente como chica debe o tiene derecho a usar el servicio de las chicas.... y allí está el debate ya servido sobre discriminación o no.
