We are describing the 'look' of a design concept for TV visuals - the various sequences within a programme are separated by animated blocks of colour and text scrolling across the screen, being blended in to finish one film sequence and blended out to allow the next sequence to become visible.

Just like Phil, I also thought of background. Perhaps background layers.

Page 9 talks about Trägerfläche. Searching for the term turned up some examples describing it as background for text. It literally provides the "space" (=Fläche) to "carry" (=Träger) the message.
