This is the way I read it As mollyRose says this is a list (everything that comes after if) so you cannot turn the sentence around the way you have done it in Spanish because you have separated the first item of the list from the rest.
Articles are considered relevant to use as resources for writing the clinical data summary if:
1) the device was studied in a controlled clinical trial
2) [the device] being discussed in the article is being used for the same clinical purpose or condition, used in the same site of the body and in similar populations
3) an equivalent device or a discussion of a potential complication of the specific technique utilized to place that device.

possibly punctuation could help Does it make sense if you add a colon after the word "is," indicating that what follows is a list? Being discussed in the article is: being used ..., used in the same ..., an equivalent device ..., or a discussion .... Sometimes people use commas and should use semicolons to avoid confusion in a list. Also, when they don´t use a comma before the last thing in a list it can be confusing. So I´m not sure if my suggested listing is right--if in fact it is even a list. Seeing it as a list is the only way I can make sense of the sentence grammatically, if they said it right.
