Italian term

onere

Italian to English Medical Medical: Pharmaceuticals Marketing authorisation
Costituisce onere di codesta ditta la pubblicazione dell'estratto allegato alla notifica della presente variazione sulla Gazzetta Ufficiale della Repubblica Italiana.

Does this mean the cost of publishing or the responsibilty for publishing? In this context.
Meanings of onere: burden, charge, obligation, cost, expense, responsibility.

Thanks in advance.

duty to publish

even though the examples I'm sending don't include "onere" there is no doubt in my mind that this is referring to a duty to publish, and this is most probably electronically, so at no charge
