Typically these permissives include sufficient water temperature and pressure to the pumps, and the turbine running with no shut down signals issued.

@ Asker Yes, that's just one specific narrow usage of it: it is the condition / element / etc. that 'permits' or 'allows' something else to happen. In many control systems, several 'permissives have to be satsified all together in order for the final outcome to be enabled.

a Start permissive is a final contact of a coil at the end of a interlock chain that must be true before you can start your machine.

disagree Tony M : There is a more concise, dedicated technical term available. And in any case, these aren't really parameters, they are really sine qua non conditions.
