Direktorat Jenderal Bina

Indonesian to English Law/Patents Law (general) Laws on Agriculture
Recently I've been coming across the term "bina" in the legal context?
In this case, it's Ditjen Jenderal produksi Peternakan
Some people ignore it, and others translate it as "development"
So what is the difference between Ditjen Bina and just Ditjen?
Would love it if one of you can help?

There is always some other noun after "Bina"
e.g. Ditjen Bina Administrasi kewilayahan - DG for Development of Regional Administration
Ditjen Bina Usaha Kehutanan - DG of Forest Business Development

but in some cases we might consider the "Bina" as superfluous.

A Google search shows that actually it's Direktorat Bina Produksi Peternakan (not Direktorat Jenderal) --> Directorate for [Development of] Livestock Production

That is why that you at some times see Ditjen, and Ditjen Bina at some other times. I suggest you follow what the source text says: if there is Bina, then have it translated; if not, save your time by not translating it.
