This is the section on Discipline in the Student Bylaws of a (very strict) private institution of higher education in Puerto Rico.
I never know how to deal with this intransitive usage of the verb "expresar." To whom is the Academic Committee expressing what? If the complaint from the interested party has to be in writing, and if the Discipline Committee is going to hear the case, what is the Academic Committee's role in the proceedings? This is my second and, I think, final question taken from this sentence, which has me stymied.

I think it's poorly written legalese but it probably means something like this:
"The Disciplinary Committee will deal with any issues raised by the Academic Committee either verbally or in writing, provided it can be shown a written complaint from an interested party regarding a serious incident/violation."
