(the first to) dispatch warnings for cooperation against pests
"Lanceur" seems to not be an official position, so framing it as an action and not a position (noun) seems OK.
"alerte collaboratif" - I'm not sure if this should reflect more the fact of the warning, or what cooperation might come after it.

Thanks. It seems to be an early warning system against pests involving the collaboration of communities. My issue is with the word 'lanceur', which I note you also picked up. |

: It is the 'alerte' that is 'colloboratif', not the subsequent actions.

yeah ... but it seems like this might actually be kind of what's the underlying substance ...

cooperative informants for pests
Please see DB.
Also I imagine some bright spark is going to say these informants are AGAINST pests.... well, of course.
Anyway, with this app, people are, in virtual terms, part of a team who can inform whoever (the authorities?) about the presence of pests. One may wonder how appropriate the term whistleblower is.... this is, as I said above, the term 'lanceur d'alerte' translates; and this explains why I have chosen the less charged term 'informant', while keeping a whiff of the idea of 'snitching'

[See my suggestion for the whole thing]
Carla says in the discussion box that the term is a paragraph heading.
In the French, the content of the heading is repeated in the body of the text. English is much less tolerant of repetition.
"Lanceur" in the headline must refer to the app, since it's in the singular. It then appears in the plural, referring to the users. This is inconsistent.
With thanks to katsy for reminding us that one translation of "lanceur d'alerte" is "whistleblower", I suggest the following:
Blowing the whistle on pests
The app's most distinctive feature is that users issue collaborative alerts by sharing real-time information about pests they encounter in their gardens, fields, and other open spaces.

Discussion
'collaborative' is something of a buzzword in IT at the moment, and I would depart from it at your peril.
@katsy too, I agree, crazy marketing tactic!
