Could the translation not be 'and isn't a development that is limited to economy'? As I understand the text, the author is saying that the development is in areas other than economy as well. 'Limited economic development' could mean that the economic development is small in amount. I have included more from the Arabic text: والتنمية في نظر الإسلام هي تنمية شاملة لكل جـوانب الحياة الإنسانية ومقوماتها، وليست تنمية اقتصادية محدودة، وهي إذن تتناول جميع مظاهر الحياة وجـوانب النشاط فيها، كـما تتنـاول الشعور والسلوك والضمائر والوجدانات، والقيم التي تتناولها هذه التنمية ليست القيم الاقتصادية وحدها وليست القيم المادية بصفة عامة، إنما هي هذه ممتزجـة بالقيم المعنوية والروحية معا. |

Please see this link for the definition of the word 'limited' https://dictionary.cambridge.org/dictionary/english/limited As I understand, the phrase 'limited economic development' means that the development was small in amount (this is the first definition in the link above). However, the author of the Arabic source text is saying that development in Islam is in other areas as well and not just in economics/the economy. Therefore, I am suggesting that the second meaning (in the link above) be used and that the translation should be 'limited to the economy'.
