Border ditches It may have to do with border ditches. However, the expanation risks to be convoluted.
"Irrigazione a spianata" translates as "irrigation par planche" or "irrigation au calant" in French (see https://it.glosbe.com/it/fr/irrigazione a spianata".
Termium translates "irrigation par planche" as "border ditch irrigation" and variants (see http://www.btb.termiumplus.gc.ca/tpv2alpha/alpha-eng.html?la... One could extrapolate to interpret "suolo a spianata" as a piece of land surrounded by ditches. I know, it is a leap.
On the other hand, "My Memory" Translates "irrigazione a spianata" as "border irrigation" ( https://mymemory.translated.net/en/Italian/English/irrigazio...
This document (page 131) describes it as a systen in which a thin layer of water flows over sloping land: https://www.gesaaf.unifi.it/upload/sub/dipartimento/persone/...

Maybe I'm missing something, but it seems to say 'the soil is leveled to prevent water pooling on level ground', which doesn't make sense.

It's not exactly equivalent, yet, from http://www.treccani.it/vocabolario/spianata/ you have:

"4. In idraulica, metodo delle s., metodo che, nell’irrigazione per scorrimento, è attuato su un terreno sistemato in particelle irrigue a lievissima pendenza e separate da arginelli, distribuendo l’acqua con un canale che le limita in alto e raccogliendola in basso con un fossetto scolatore: questo può, a sua volta, servire da canale distributore per la spianata inferiore."
