This is from a text by an Argentine critic.
I suspect that "Cognitario" has to do with someone aware of something, with cognition. "Pasible" seems to have to do with a taxpayer.
The text is, obviously, very critical of the place of the artist in market-driven times.

[gig-economy] knowledge-worker susceptible/exposed to the growing precarious
'cognitario' is a neologism in Italian - surprisingly - which seems to have been subsumed into Spanish in this instance. Perhaps the Italian influence in Argentine Spanish is strong. Its current meaning describes one of the new breed of precarious gig-economy knowledge-workers who earn their living by selling their intellectual skills freelance. Sound familiar? 'pasible' means in this context someone capable or susceptible to feelings or suffering. So, in this sentence the meaning is that these people are ever more susceptible or exposed to the growing precariousness of employment ie gig-economy. They are, in fact, part of the so-called 'precariat' class.

: Great catch with the Italian connection. I also think "pasible" means susceptible/exposed here, and you've captured the sense of the phrase (although should be "precariousness" or perhaps "vicissitudes").
